Biography
Allan Youp has dedicated his career to learning and development. A former teacher, he joined the Royal Navy as a Training Manager and ultimately led the RN’s Learning & Development Organisation, during which the RN’s Apprenticeship provision was awarded Ofsted ‘Outstanding’. He founded the Solent Maritime Enterprise Zone (MEZ) in 2019, a consortium comprising Royal Navy (RN), industry, academia, and government. The MEZ was established to exploit opportunities and tackle the challenges facing the maritime sector across the region through the philosophy of ‘Connect. Collaborate. Deliver.’ This initiative grew organically with the ‘Maritime Enterprise’ becoming a national endeavour as a central pillar to the RN’s Prosperity Campaign. The key focus is on skills, innovation, sustainability, and social value within the context of the renaissance of the coastal communities collaborating with Maritime UK and Connected Places Catapult.
Retiring from the RN as Captain RN, Allan continues to drive forward the skills agenda as a Governor of the South Coast Institute of Technology (IoT) and through his role as adjunct Professor at the Southampton Marine and Maritime Institute, University of Southampton. Most recently he graduated from the Innovation Places Leadership Academy led by the Connected Places Catapult which placed skills at the heart of successful place strategies. To further his contribution, he founded Youp Consulting Ltd (2023) to support the skills agenda across a range of sectors including maritime, defence and the public sector.

Harry Kutty is the Headteacher of Cantell School in Southampton, a large comprehensive school that represents the diversity of its vibrant local community.
He is the Trust Leader of the Aspire Community Trust, a group of 9 schools that work together to shape the life chances of 3000 children aged between 4-16.
Harry also holds several non-executive roles focussed on community development including with Hampshire Cricket, EBP South, Solent LEP and Sport England.

Ross McNally, CEO and Executive Chair of Hampshire Chamber of Commerce, has 40 years’ Board level experience across business representation organisations and a range of service sectors. Providing leadership of Hampshire Chamber of Commerce his focus is on strategy, development, stakeholder engagement and ensuring the collective voice of Hampshire businesses shapes policy objectives.
Ross was formerly Chief Executive of the network of accredited Chambers of Commerce in the South East of England. At CEO-level his career spans leisure and tourism, franchise development, national business association and Higher Education.
Ross is educated to post graduate level in business and leadership management with skills in strategic business direction, positioning and transformation.
Ross is a non-executive Director of Enterprise M3 LEP.

Biography
Louise Govier is Chief Executive of the charity Artswork, which empowers young people through creativity. Based in Southampton, the organisation works with partners across the South to break through barriers and develop new ways for people to discover the success, empowerment and sheer joy that the arts and creativity can bring to classrooms, communities and careers. Artswork has a particular focus on skills and training, running a number of work-based development programmes and apprenticeships, with a longer term ambition of building connected, sustainable pathways into creative careers from Year 5 onwards.
Louise began her career with The Art Fund then taught in Higher Education, gaining a PhD in Art History. Wanting to connect with a wider range of people, she joined the learning team at the National Gallery, working with all ages of participant including schools and teachers before becoming Head of Adult Learning. Undertaking a Clore Leadership Fellowship enabled her to develop new skills and to research and write on ‘leaders in co-creation’.
At the National Trust, Louise led a portfolio of properties in South-West Hampshire, including Mottisfont Abbey and countryside across the New Forest. She and her team developed arts and family programmes which tripled visitor numbers to Mottisfont, increasing revenue and profitability that in turn enabled significant investment in conservation and engagement activities. Louise is passionate about the potential for the arts and creativity to unlock economic benefit as well as positive outcomes for individuals.
Louise loves making things, playing the flute and singing, and is part of several local choirs and community music initiatives. She’s also a Trustee of La Folia, a music charity which brings together musicians, children and young people to make new music and change lives.

John has a diverse background that includes consultancy, performance, service & product delivery, all of which is underpinned by a passion for innovation.
John's work constructing a 'Thought Works' in collaboration with universities across the UK, has allowed him to use this experience to address both business and societal challenges utilising cutting edge AI.

Biography
Anita is Head of Education in Training, Development and Workforce at University Hospital Southampton NHS Foundation Trust (UHSFT). She has been a senior manager in education at the Trust for over 30 years.
She has worked for the NHS for 40 years, originally training and working as an ODP (Operating Department Practitioner) in a number of hospitals. At UHSFT she helped lead the establishment of a successful in-house NVQ/apprenticeship centre and leading on apprenticeships and widening participation as well as other education and development activity. She is enthusiastic about ensuring support staff and professionals in all roles have access to career opportunities and has worked throughout her career to create pathways for them to develop.
She is a Route Panel member of the Health and Science Route with the Institute of Apprenticeships and Technical Education (IfATE) and also Chair of Governors at Salisbury 6th Form College (S6C) which is part of the Magna Learning Partnership (MLP) MAT.

Sian Campbell is an award winning academic at the University of Southampton.
She is Chartered Psychologist, a member of the British Psychological Society and Member of the Business Psychology Association.
She is a Senior Fellow of the Higher Education Academy, a Fellow of the Chartered Management Institute, and a Member of the Institute of Economic Development.
She is an Enterprise Advisor and the developer and lead for Make Your Place; a sustainable enterprise challenge for schools, colleges, and universities.
As the Strategic Lead for People and Place for the Southampton Business School, Sian works across departments and with regional and national partners to drive the skills and employer engagement agenda as part of the university’s commitment to playing a leading role as a Civic University .
She has a strong consultancy background in economic development, regeneration, and place making and has worked extensively with senior executives and politicians as a driver, mentor, and facilitator, to deliver local, regional and national change.

Jill lives in Fernhill in the New Forest and has been Leader of New Forest District Council since November 2022, and a councillor for 22 years.
Her previous portfolio on the cabinet was housing and she is taking her drive for housing services and applying that to the bigger remit now she is Leader, keeping the district a vibrant and special place and maximising the opportunities for the Waterside and whole District from the Freeport opportunity.
Her focus is rooted in local communities and her aspiration is to see the area continue to thrive, working with partners to secure a vibrant and prosperous New Forest.

Biography
Councillor Suzy Horton is Deputy Leader of Portsmouth City Council and Cabinet Member for Children, Families and Education which includes Adult Education. She has held the Cabinet role for Education since 2018 but encouraged and welcomed the addition to the Portfolio of Children's Services and Family Support as she can see the interrelationship of all these areas on both attainment and wider achievement.
Suzy's entire career has been in education in one form or another. She left University after doing teacher training and was a Primary School teacher and senior leader in various East London schools for 14 years before returning to her hometown of Portsmouth to take up a senior lecturer role at Portsmouth University, initially teaching on a Foundation Degree and then writing an undergraduate degree in Childhood and Youth Studies.
During a career break when Suzy was completing a Masters in Philosophy of Education, she became active in local politics which led to her election in 2015. She gradually reduced her hours at the University as she took on more responsibility as a councillor. However, she remains very engaged with schools through both her Cabinet role and has been a governor in a local school for 20 years.
Suzy is passionate about the role that education, in its broadest sense, plays in the lives of children and adults throughout their lives.
